Okay, first and foremost, this can't break the bank.
So, I want to shoot 22LR matches at my local gun club (NRA Smallbore rules).
I think I want to shoot a bolt action but I'm also open to semi.
Is it possible to buy a pretty fair shooter and make necessary mods to make it tight, I mean REALLY tight for about 300 total (purchase plus parts)?

I would make all the mods myself (best friend is a gun smith and loves it when my sons and I come hang around his shop and play). So I would have plenty of highly qualified assistance (or free labor) to make any mods but I'm looking for that good value starting point.

Any thoughts?
 
I've looked at the savage. I have a good friend who has one and they shoot great (his has the bull barrel and the typical looking competition stock).

The 10/22 is a great gun (my brother and brother-in-law) both have 10/22s. It's not a bad price for a great shooting semi but to get a little higher end match grade the price goes up pretty quickly. I also think I want to stick with a bolt action (I know, I know. I'm just old school).

Has anyone ever shot Mossberg's 802 Varmint rifle?
I'm pretty curious about it too.
