Why are 410 shells so much more than 12 & 20?

Relatively new to shotgunning...

Today I bought some .410 shells to shoot in my brother's Mossberg 500. A box of 25 cost me $19. I usually get my 20 gauge for $6 or less per box.

Just curious as to why the smaller shells would cost much more...pretty much the opposite of handgun ammo.
 
My guess is that it's about volume. They make the most in 12 gauge, so 12 gauge ends up being the least expensive. Take care. Tom Worthington
 
Try looking for a box of 16 ga. Last box I bought was close to $30...same reason...low volume.
