They don’t give Joe the real button.
The button he presses calls the guy that summons another guy with access to “the real button.”
I doubt they would let Kamala Or Nancy get any closer than that. She would come down with a sudden and mysterious ailment before she could start a thermonuclear war.**
Generally they just send somebody to give Joe his “Covid shot” and then he goes to sleep for a while.
This is kind of easy to spot because people who take that stuff wake up mean. You can see it when he goes to those news conferences where you can tell he’s just barely woke up an hour before.
**Everybody worries about our generals being Warhawks, but as far as I can see the last thing they want to do is actually fight.
