Until they convinced most Americans to pay cable companies for their service, broadcast television in America was always free. Folks paying TV tax in the UK were not so lucky.
So this is something I never would have known about myself, except for a silly Monty Python sketch involving a man who was scammed for fake taxes by a bloke in a Cat Detector Van.
