I've seen this done elsewhere, so this is my rendition of a sheath from used fire hose.
I picked up 4 feet, from eBay. Not sure the nominal size, but it's about 8" wide when flat, and triple layer. 2 canvas, 1 rubber liner
I cut a section the width of my axe, and sketched a pattern with sharpie. I then cut the pattern leaving extra on the back and poll end, to be folded over and riveted. I also left enough to fold a flap over the top, that I will eventually secure with a snap closure.
The blade end was gusseted with a single layer of leftover, and it was all riveted with some eBay special rivets. I made all my cuts with a utility knife, and singed all the edges with a propane torch. I did not leave provisions for a belt loop on this one, but will when I do my marbles camp hatchet.
