Bolt only closes on cartridge mossberg 800c

Hey guys new guy here. I've got an old mossberg 800c, bought it a couple weeks ago used, worked fine for a while now for some reason the I can't get the bolt down unless there's a cartridge in the chamber. Anyone have any idea what's going on?

Check the magazine follower to make sure it's in the right position. Also check the spring.
