Why does the EPA have silencers?

In reading a recent inventory, seems like a lot of machineguns and silencers floating around in agencies that would seem to have little need for them.

At least the food stamp office just has pistols and shotguns. Along with the FDA. I guess they don't want to come down too hard on the amish for not pastuerizing their milk.

While the EPA has silencers and the IRS has several machineguns too and over 5 million rounds of ammo combined with most of that being issued to the IRS.

National Institute of health wouldn't even disclose what they had and apparently determined to be sensitive information.
